[Acm-announce] ACM Gitlab Instance Down for Required Maintenance

There is one last update that needs to be applied so there will be another
short downtime period tonight. When the gitlab version reads 7.9 then the
updates are done. As an additional note for anyone that was trying  to add
SSH keys recently, that issue has been resolved. The current running
version, 7.8, has the fix applied and that same fix should be ported over
during the last update.
